Who regulates betting in Ghana

The Gaming Commission of Ghana regulates all gambling in the country under the Gaming Act, 2006 (Act 721). It licenses sports betting companies, casinos and online gaming operators, and it supervises how they run their business.

Online sports betting and online casino games are both allowed, but only with a Gaming Commission licence. A draft regulation to modernise the 2006 Act, including its online gaming rules, is waiting for Parliament.

What a licence involves

  • Licences are valid for one year and must be renewed every year.
  • The licence fee is linked to the company's minimum capital. SOFTSWISS puts it at 2% of the stated minimum capital, with renewals at 1% each year.
  • Operators need a company registered in Ghana and a responsible person based in the country.

Betting tax in Ghana in 2026

No more tax on players' winnings

Ghana introduced a 10% withholding tax on betting and lottery winnings in 2023. It was unpopular with players, and the government removed it in 2025. Finance Minister Cassiel Ato Forson announced the repeal in the 2025 budget, and President John Dramani Mahama signed it into law, as reported in April 2025.

Operators still pay 20% on revenue

Betting companies still pay tax of 20% on their gross gaming revenue, which is the money staked minus winnings paid out. This is collected by the Ghana Revenue Authority under the Income Tax (Amendment) Act, 2023 (Act 1094).

How to check if a betting site is licensed

  • Look for the Gaming Commission of Ghana licence details at the bottom of the betting site.
  • Check the operator against the information on the Gaming Commission's website.
  • Avoid sites that show only a foreign licence. A foreign licence does not allow a company to take bets from players in Ghana.
  • Licensed sites must check your age. You must be 18 or older to bet.
