Senegal's national lottery, LONASE, made two moves in October. Its board met to tighten governance, and it hosted Niger's national lottery to share how it operates.
Taken separately, each is routine. Taken together, they show an operator positioning itself as the reference point for Francophone West Africa.
The board meeting
The Board of Directors convened on Thursday 29 October 2026. Mamadou Moustapha Camara, President of the Board, chaired it. The Director General took part.
The agenda covered corporate governance, strategic priorities and LONASE's institutional role in Senegal's economic and social development.
The board restated commitments to responsible administration, sustainable performance and institutional accountability. It also stressed effective leadership and sound management practice.
That language is general. What it signals is a state operator working on its own credibility before it does anything else.
Hosting Niger
On 19 October, LONASE received a delegation from Loterie Nationale du Niger, LONANI.
Abdourahmane Baldé, Director General of LONASE, met Colonel-Major Soumana Djibo, Director General of LONANI. Senior managers from both institutions attended.
Three subjects dominated:
- Digital transformation, specifically expanding secure digital lottery sales.
- Sports betting oversight, covering governance, integrity and regulation.
- Operational practices to improve institutional efficiency.
Both sides framed it as working towards a more sustainable African gaming sector and greater financial self-reliance.
Why the pairing matters
Digital lottery sales is the common thread, and it is where African lotteries are all heading at once.
Rwanda launched a national lottery this month built entirely on USSD and mobile money. Kenya is tendering for an operator for a 2027 launch.
Niger is not building from nothing. It is asking a neighbour that already runs the thing.
For suppliers, that is the useful signal. Francophone lottery modernisation is increasingly being shaped operator to operator, not through open international tenders. Relationships in Dakar may matter more than a bid document in Niamey.
