Gabon has created the Gabonese Gaming Authority, known as the GDJ. It launched in Libreville on 22 October 2026.
The GDJ is unusual. It regulates the sector and it is also the exclusive concessionaire of the state gambling monopoly. It runs its own games and licenses everyone else.
What the GDJ controls
The authority holds three roles at once:
- Operator of state games.
- Licensor of third-party operators that meet its requirements.
- Supervisor of those operators' compliance.
It is also tasked with improving the traceability of bets and winnings. Fraud and money laundering prevention sit with it, as do responsible gambling, keeping minors out and limiting harm from heavy betting.
Who launched it
Vice-President of the Government Hermann Immongault chaired the ceremony. Interior Minister Edgard Moukoumbi and Sports Minister Paul Ulrich Kessany attended.
That level of attendance tells you this is a government priority rather than an administrative tidy-up.
Where the money is going
The GDJ is expected to channel gambling revenue into public projects. Its first named commitment is football.
Management announced plans for multi-year funding of the national football championship, through a proposed agreement with the National Professional Football League, Linafp. The aim is predictable funding and fewer disruptions from shortages.
Other sports, cultural programmes and social initiatives may also draw on the sector.
What operators should read into it
The combined role is the thing to weigh. An operator entering Gabon applies to a licensor that also competes with it in the same market.
That structure is not unique in Africa. It does change how you assess licence terms, data-sharing requirements and the commercial risk of handing operational detail to a body with its own games.
No licence fees, capital thresholds or application dates have been published. Until those appear, Gabon is a market to watch rather than one to budget for.
It is a different model from the one Rwanda just chose. There the state owns the lottery but a separate commission regulates it, and a private firm operates the platform.
