From Lotteries Board to LSLGA: How Lagos Regulates Remote Operators

Lagos built Nigeria's most detailed gaming rulebook. The Lagos State Lotteries and Gaming Authority Law 2021 replaced the Lagos State Lotteries Board with the LSLGA, covering land-based and online casinos, sports betting, lotteries and more. Remote operators feel the rules most. A sportsbook serving Lagos residents online needs an LSLGA licence and must meet its technical and consumer protection standards.

What a Remote Licence Requires

The LSLGA issues licences for sports betting, casino, lottery, gaming machines, pool betting and promotional permits. Online and physical operations fall under the same categories. Applicants prepare incorporation papers, minimum share capital, a business plan, technical platform documents, due diligence files and licence fees. Lagos also anchors national access. The Universal Reciprocity Certificate comes from an FSGRN member state, most often the LSLGA, and other member states honour it.

The 5% Tax at Payout

Tax collection moved to the payout screen in February 2026. Lagos-licensed operators must deduct 5% from net winnings at payout and remit it to the Lagos State Internal Revenue Service. The rule applies whether or not the player lives in Lagos. Identity checks came with the tax. Players must provide their National Identification Number under KYC rules, and the withheld tax counts as a tax credit for them.

Enforcement and Advertising

Unlicensed operators face direct action. Operating without a licence breaches Section 33(3) of the 2021 Law, and the LSLGA issued banning orders against unlicensed operators in October 2023. Advertising rules now link state and federal regulators. A harmonised framework between ARCON and the FSGRN took effect in April 2026. Breaches expose operators to sanctions from both the state gaming regulator and the federal advertising council.

Lagos Sets the Standard

Remote operators in Lagos now handle licensing, payout tax deductions, NIN checks and dual advertising oversight. The state's rulebook has become the entry point for much of Nigeria.
